Absolutely nothing to do with flop being safe or not, the pot is so small, you have a big hand so you have to bet if you want to win a big pot.

he seems like a setmining kinda guy with those stats, you can often take the pot down with a cbet, if they dont fold preflop. I only really check here if this is a 35+ VPIP station.
