If you plan to "outplay" the blinds, your actual holding is irrelevant, you could do it with 72o, obviously. The problem with 33 is, that nearly always the flop will bring three overcards to your low pair (<font color="red">*</font>). Nobody raised preflop so anybody is invited to take the pot. What are you doing then if the flop comes 479r and BB bets? You simply have to fold. If you instead raise preflop and (only) BB calls you, than you a) are heads-up and b) have a reasonable chance to be still ahead!

(<font color="red">*</font>)Remember: With 33 you are nearly coinflipping against a random hand (with 22 you actually are!)!! The equity of Q8o against random is nearly exactly the same as 33.
