Definative answer:

You can! It depends on the felony at hand. If you have been convicted of embezzelment.....99.99% not going to get a license from gaming.
convicted of let's say assault with some seasoning (time has passed).......most likely okay, like 60%.

Now, this is just the licensing part. Obviously, like previously stated, different gaming establishments may not be able to look past the history and some may. But in this day and age, good luck getting a dealing job in Vegas anyway!
SO officially, I would look in another direction.

If you would say exactly what felony "your friend" has we could tell "him" more or less it is possible.

Guess you could always call the Nevada gaming Commission and ask.

FiveFingerz, that's probably what I should have done to begin with.

Shark, I think the felony had something to do with credit cards.
