I usually fold them, occasionally call in big multiway pot getting odds, sometimes 3bet them against CO blind stealers.

so player dependent.. and who actually raises 75% here and calls 25% here... this whole idea seems so exploitable and a tad bit spewy...

I don't think he means that. A lot of times you should be folding them preflop. Especially if it's like a UTG+1 raiser who's decent, I don't think it's that profitable to call or reraise there with A3s.

as far as standard line, i would say two conditions must exist before you call... first, you must be in position, and second, you need good odds...i.e at least 1 other caller. otherwise, i would say that calling with these types of hands is spew.
