Villain checks behind most second best hands that we can get value from the river. If he bet the turn with them it would be turning them into a bluff. Bet river

Im not sure about this. After hero checking 2 streets I would think villain will bet a J, sometimes a PP and bluff with a bunch of busted draws. I think you may miss out on a bit of value against a pp when he checks behind but I think this is more than compensated by the amount of times he bluffs with hands he would have folded to a river bet.
