Where I play, you aren't supposed to have racks on the felt - the official reason is that it could invalidate a bad beat jackpot (ostensibly anything on the felt big enough to hide a card under could invalidate it). This is generally enforced pretty strictly, as you can imagine.

Generally there is a fair amount of leniency with regard to having racks stacked up on the rail. I think that officially you aren't supposed to do it unless you are getting ready to leave the game (waiting for the big blind to come around), but lots of players get ready to cash out, then decide to play an extra orbit, etc... until it's 2 hours later and their chips are still racked up on the rail. Players who do this almost always keep a stack on chips on the felt to play with and bet and such. I've never actually seen anyone stupid enough to only pull chips out of the rack when it's time to actually put them in the pot, but I think if they did the dealer or floor would ask them to take all their chips out of the rack.

PS. Chipr777, you will like the rule as soon as everyone adjusts. Playing out of a rack really slows down the game.

My rooms allows racks on the table though players aren't supposed to play out of them. Of course keeping people from playing out of them is next to impossible. You tell a player they need to keep a working stack out and they nod and smile, and as soon as you turn your head the working stack jumps right back into the rack.

The Monte Carlo in Vegas as the silliest rule I have come across.

No racks allowed on the table, unless the rack is holding chips won from the high hand jackpot (these chips play -- its just that these magical chips are allowed to remain in a rack).

Horseshoe in council bluffs iowa you can rack up, but when the button gets to you you must either leave or unrack. Reasoning was to prevent hidden cards, but all tables (I think?) have auto-shuffler which would catch a missing card, so I don't know the real reason.

All the casinos I've been to in Florida don't allow having the racks on the table.

The two places I play in the Bay Area - The Palace and Artichoke Joe's - don't allow playing out of racks.

The real reason is that playing out of a rack slows the game down.
