In many of these schemes, government restricts supply, see S&D curve for further analysis of price point. In healthcare, it wouldn't be restricting supply of health care to the five guys with a lucky Willy Wonka ticket. Supposedly, they'd keep the prices on all these treatments and what not below market levels.
