Have you tried manually putting in your DNS address in your network settings. I had similar problems a while back and it fixed it.

traceroute is timing out for me too at the same node.

Did you change the mtu of your laptop or the mtu of the belkin device? mtu is still the most likely cause.

i changed the mtu of the router. i don't know how to change the mtu of the laptop.

use static IPs and DNS to connect to the net

had same issues and had to manually set in DNS and IP on the computers at home, but to optain the correct DNS you need to phone your ISP and ask for it
