He's a jerk for giving a 17 year old alcohol with the intention of getting with her, but final judgment depends on the above questions.

does everyone feel the same way? I'd never stop him from hitting on a cousin like that, but I don't have experience with younger cousins as I'm not all that close to my cousins.

I don't understand this at all. The age of consent is 17 in many states, and besides don't you want your cousin and your friend to enjoy their trip? If flirting/kissing/hooking up happens to occur, what difference does it make? I don't get the anger behind this whatsoever. It would be different if there was some sick age difference but IMO, there's not.
