The rule of you must be in your seat before thelast card hits the button is standard TDA.

Action out of turn may be binding. It should always be binding if it affects the action at the table. In the case of button bets out of turn, pulls it back, then all check to him, it is always binding. Nice angleshot wen he tries to check. If there had been a bet in front the button could reconsider, whether more or less.

In the San Jose cardrooms, the players and the dealers know the routine after BATTS (Burn And Turn Too Soon). To wait for a Floor to show up is not alway necessary. YMMV.

Maybe that's how it is at your joint, but not at the places I've worked. Floor must be called first.
