The fishiest site will be the one with no PT support whose player base is primarily made up of players from new markets. There won't be much in terms of table selection though...

The only method I can think of to measure the fishiness of a site is to look at a huge, huge sample (tens of millions) and see what the win rate is of the biggest winners. Presumably, the fishier the site, the higher the average win rate. I cannot think of any other reliable way to measure it, but I'd be interested in looking at data like that
