This is not so true. Look at SAGE system. 23o is still not good enough to shove.

I don't know what the SAGE system is (more info please) but with 5 bbs left I am definitely shoving 23o if I had not shoved either of my last two SBs.

I don't really care how tight the BB is, he is not calling this shove with two unpaired cards (assuming we have not been shoving every hand, a safe assumption because hero only limped with an ace here) lower than a jack when if he loses he will be a 2:1 dog

As has been mentioned, RAI with ATC in that situation; the only reason you would ever call with that hand in that situation HU is because you WANT the other person to shove - you got what you wanted - bad luck she had a hand.

I'm shoving ATC unless I've done it a lot over the last few hands and with some villians, I would do it every hand.
