One thing that good NL players get is that the more money gets poured into a pot, the more likely you are to be facing the nuts. Most PLO players do not get this at all. AT ALL. And especially 2+2 players it seems. In general, if you are either even money or a big dog then this is not a good PLO spot. I christened this DIYDDIYD. I'm not saying this this is one of those cases but its getting there. And the more of a stack that is shovelled in the more getting there it gets.

I don't see how they are different if we are talking about the nuts.

If you have a Q and the first board is Qxx, or
a second board with 55xx and you have no 5's, then:

aren't there are exactly the same number of ways for your opponent to be dealt QQxx or 55xx (both the nuts)?

Troll,

This isn't a permutation question. Sure there can only be X combinations of Y kind of hands, but that is the problem of probability, with no player intervention. When the money starts moving, so does the answer. It is not just about how often the nuts is out, but what other hands he might be stacking with and what is your EV against them.

Let me put it another way. Let's say you have 150BB and there is 2BB in the pot. Let us also assume that if our foe stacks in the first case he either has a better hand or a good wrap. Maybe a smaller percentage of top two and a striaght draw. Now hand crank your EV in that case.

Now do the same for your example. Even for comparatively high probabilities of being against quads, your EV will be much better.
