The river is very safe and Villain does not appear to have something that beats you (or he would have bet).

I'm having trouble with getting proper value on the river, but for me this is an easy value bet. $45 is good.

youre overthinking this, value bet river. his range opens up when he checks the turn and if hes not 3 betting much PF as well. he thinks youre on a bluff a lot more now, its profitable to bet river.
