If we limit ourselves to English language films, Vertigo, 2001 and The Searchers are probably 1,2,3. The Searchers didn't even get a single nod, so it probably wins that distinction hands down.

usually, the films are from 1939...here are the nominees for Best Picture that year:

Dark Victory
Gone With the wind
Goodbye Mr. Chips
Love Affair
Mr. Smith Goes to Washington
Ninotchka
Of Mice and Men
Stagecoach
The Wizard of Oz
Wuthering Heights

As you can see, they nominated more films back then.

Now here's a list of films from 1939 NOT nominated:

Rules Of The Game

As you can see, 1939 was a hell of a year for great movies!
