Yeah just checking, I did fold mainly b/c I didnt have any plan for later streets. After the hand I sorta felt like I was turning my made hand into a bluff by bet/folding on this board so I wanted to double check.

How did he play the set when he stacked that other player? That would give you some idea (albeit not much, but something) of where you are in the hand...

You're probably a coin flip at best, a huge dog
at worst. Seems like an easy fold, unless you have a read on this line (i.e., always plays draws this way, plays sets/strong hands with weak lead instead of c/r, etc.).

well, your hand isnt a bluff. its not at all. the bet in isolation is great, its a standard cbet, taking down the pot is fine - with 2 other players even if 99 is best, why complicate the freebies/no information on turn/river esp. when you're unlikely to ellicit more bets that way (ie on turn) then on flop
furthermore, many cases you're check called with a draw or 2nd best made hand, and you still have initiative, allowing you to control the pot

in fact, checking 99 here is real bad, checking 98 is fine, but a bet is good with both, as is a bet/fold with both.
