since hes weak, can he have A9c or JTc he has to call with those. i suppose a set is very possible, but would he play it so passive on the flop? the board is loaded with draws and him getting it AI seems wise after your raise.

you guys are checking (mostly) for deception right? Haven't played with the player in question but I think you see TT-QQ alot in this spot.

He may have been trying to induce an overcall with a huge draw or be on something like TT-QQ. You must push here. Checking is atrocious since draws definitely make up a good chunk of his range.
