From a design perspective, I'd just like to say that you're introducing far too many totally new concepts all at the same time. Simply having three equal factions (and the "color seer" roles and similar things that follow from it) in itself is a big adjustment..

This really doens't look especially like SMAC to me. It looks like a generic kind of science fiction plot that's probably been used countless times, not anything particular to SMAC.
