jetsetboy,

There's another thread, with a link to a news article:

http://forumserver.twoplustwo.com/showfl...rue#Post9313549

Can you find any other news articles on the legislation? Preferably from a mainstream newsource?

I would like to know what is going on here.

Just dug this up:

http://www.online-casinos.com/news/news4077.asp

The basic story is that it looks like France pulled a UIGEA-style amendment to some other random bill. PartyGaming reacted in the same way, by immediatly banning french players. However, they have now been advised that Euro-law is the trump card, and have thus reversed their initial decision.

Thus, PP is back on for french players. It's fine again, you can play there.

Okay for those who can read french :

Prévention de la délinquance That's the main page concerning the law on the site of the assemblée nationale (= congress).

texte adopté That the definitive text which was voted frebuary 22. The point related to online gambling is « Chapitre V

« Obligations relatives à la lutte contre les loteries,
jeux et paris prohibés

I don't have any kind of link in english.

Okay here is the situation in short (from what I can understand, I have been following this issue since month now):

A new french law has been voted the 22 february. This law includes :
_ Modification of existing law to include online gambling as an unlawfull activity (for those who provide online gambling).
_ Prohibit advertising for online gambling
_ Prohibit fund transfer from online gambling company to french companies/people. That point is the most worrying point for French Players because it might involved that we will not be allowed to cash out. Anyway that might only be related to companies/person who provide services (such as advertising) to online gambling companies).
_ To force the ISP to put a disclaimer concerning the unlawfull of a site each time one of their customer will go to an unlawfull site. NOTHING ELSE. The problem is that ISP might chose on their own to simply cut the access to the unlawfull sites.

Anyway that's the law but we still have some hopes, the situation is really different from the situation in the US:
_ Unlike the portuary act, the whole law is not wellcome by the french politician. The left and center don't like it at all because it involves several key measures concerning juvenile delinquency.
_ The Presidential Election will take place in 2 month. At this point The right wing candidate seems to be the favorite (Nicolas Sarkozy) but the election is still open and the left candidate and maybe the center candidate might still win. If Sarko wins, this law will be enforced. If another one win this race then this law might very well not be inforced at all.
_ The main purpose of this law is to protect the monopoly of the state own companies "La française des jeux" and "PMU" which are providing only gambling (casino like games, lotery, sport betting, horse race betting). The EU doesn't want to see such law protecting states monopoly. The EU is allready investigating upon the policy concerning online gambling in various EU state including France and Germany. There is no doubt EU will break that law is no more than 3 years.

Did the law go in force immediately?

Does the law include a definition on what consitutes online gambling? Like is it only for games of chance or also for games of skill?
