I can't believe you can't get a cheaper flight. As far as transportation from Nice to Monte Carlo you have lots of choices. Helicopter is 75 Euros per person, a cab is 70 Euros and takes around 30 minutes. THere are trains and buses too. Go to the EPT website and follow the Monte Carlo links and they give you several options.
