Bet the flop.

3-bet if raised.

If he just calls the flop, B/C the turn.

I think best move would be b/c the turn and check call the river. I put him on AA prob, maybe AKs (which means no flush). I dont think a 16/0 would call, let alone raise anything less than a flush. If he does raise, you have the pot odds (10 BB to one, with 10 outs=4 to 1 dog) to make the call for a redraw. If u dont hit the river after a raise, c/f.
