I just figured it out, and I now CAN believe that's in the top 1%. If my math is right, it averages out to 115kB/second for every second of the month. Kind of a lot, no?

I wonder out of how many subscribers that 1% is.

This is sadly pretty standard. The fact is they oversell their bandwidth by a big margin, otherwise there would be no way to sell that much bandwidth so cheaply. If someone decides to actually use the whole line for a good portion of the time, they can give you the boot. It sucks, but for me at least I'd comply and cut down on downloads - there's no other high speed options here.
On a different note, I currently really like Comcast, because for whatever reason their speed caps are turned off currently (for the last 2-3 weeks), I'm getting 30megabit downloads! almost 4 megabytes/second! Still 1mbit upload though.

They will cancel your account without warning if you don't reduce. They are not joking. I had my service canceled without warning last February. They said I downloaded like 700 or so gigs in January. I got DSL now, it's slower, but they leave me the hell alone.

I'm not sure what my cap is on speed, but D/L speeds frequently go over 1 MB/s. ed, Mainly DVD rips, some DVD-9 rips, music. I try to seed back to a ratio of 1 too, so it's really probably closer to a download total of 150 GB.
