Except for Hitler, I think they all knew deep down that what they were doing was wrong, they just had other reasons and motives that compelled them to do it anyways. And maybe Dahmer was a nutjob also.

you said, "most bad" to "least bad" using a definition of evil. if you had asked, who was "most evil" to "least evil", whatever that means, it might have been answered differently.

If we're talking about people he deliberately had killed (Holocaust, etc.) that's obviously way high but in terms of people who died as a result of his actions, 30 million is probably too low.
