Robert's Rules -- Hold 'em Rule 6.

If the dealer turns the fourth card on the board before the betting round is complete, the card is taken out of play for that round, even if subsequent players elect to fold. Nobody has an option of accepting or rejecting the card. The betting is then completed. The error is rectified in a manner to least influence the identity of the boardcards that would have been used without the error. The dealer burns and deals what would have been the fifth card in the fourth card’s place. After this round of betting, the dealer reshuffles the deck, including the card that was taken out of play, but not including the burncards or discards. The dealer then cuts the deck and deals the final card without burning a card. If the fifth card is turned up prematurely, the deck is reshuffled and dealt in the same manner. Actualy I have seen it (and prefer it) be done that the next burn is put down then the river is put down face down. All flop action (betting, raising, checking or folding) is now completed. The early shown turn card (in this case the K) is then put back in the deck, deck is reshuffled and then a new turn is put down without a burn. The reason I prefer it this way is that the river stays the same and also there is a possibility of the same card being put on the turn. (I have actually done that before giving a player quads on the turn).

No Casino in their right mind would allow a card that will become the river to be dealt face down and held onto until the flop and turn action is finished. Thats too much opportunity for that to get fouled.

The flop action is finished. The dealer burns and turns the natural river card as the turn. Turn action is completed. Then the dealer reshuffles the stub with the early shown turn card (the K). Then the dealer deals the river card WITHOUT burning.

I've only been to one of those barroom tournaments (for a few weeks), but the guy running it seemed pretty competent. I'd be profoundly disappointed if he upheld the action as described by the OP. In this case, was there a referee present, or was this just a free-for-all like a home game? I'd think twice about playing with opponents who let a decision like this stand, whether through ignorance or avarice, unless there's a disinterested and knowledgeable person nearby to arbitrate.

By the way, "prematurely exposed board card" should be in the FAQ if it isn't.
