I have found I car I am ready to purchase (buying it from a private seller).

What is the procedure?

Essentially I will be paying w/ a capitalone check.

What happens after I agree to purchase?
Does the seller sign the title over to me?
Do we need to be at a bank for this to occur?
Once I have the title, and the car, do I take it to the DMV for tags (first car in a new state).
How does tax work w/ a private seller?
