Every place I've ever played 5CD online allows one to draw all five, although you should only be doing so in an unraised pot from the BB. I believe that you were allowed to draw all five back in the old days of live draw in California as well, although I wasn't there. Only being able to draw 3 or having to show an ace to draw 4 is strictly home game stuff.

UB's software even says "reshuffling deck" and then gives u the card.

that is only in stud high when playing horse.
