New York City was at 55%. See table 7.

How can this be possible when all of those places are pretty blue and democrats are such supporters of public education?

I'd attribute it, at least in part, to the fact that the better teachers living in NYC and the surrounding areas, are tending to seek and are hired for better-paying jobs in CT, NJ, and Long Island. It's what a lot of NYC cops try to do after being on the force for a few years.
And the teachers still in the city are likely not being held to high enough standards.
