this is a raise , but usually the table let's the person take the money back

Only if you're throwing out one oversized chip.

If the bet is $5 and you silently throw out two $5 chips, you raised to $10. If you throw out one $100 chip, you called. If you throw out two $100 chips you raised to $200.

both of these are correct. if floor gets involved, the floor may or may not sympathize with the raiser and may or may not let him take his raise back.

you do not have to speak "raise" to declare a raise in either NL or FL.
