Make a deposit to get the bonus then 3 days later withdraw your original withdrawal amount plus what you deposited to get the bonus.

Update to all this. I emailed Stars again, telling them I was disappointed in their CS. I then cashed out for the original amount, forfeiting my bonus. Stars emailed me this morning and said what I've been wanting to hear all along:

"I have reviewed this situation, and it does seem clear that it was through no fault of your own that your earlier cashout was rejected. It certainly does not seem right that you should suffer because of this unfortunate Neteller error. If you make a deposit, and then write to us again we will be very happy to give you the bonus that you deserve."

So, Stars CS still rules.
