there is no application. its a "representation" - you are just averring that it is so.

Cool. So I tell a hedge fund that my net worth is over $1,000,000, and state it with confidence...and I can invest? And they are removed from all liability if it turns out my actual net worth is below $1m?

Yup (I mean, technically, you could take them to court later and say they should have known you didn't have the money or something...but in practice it's really this easy.)
