i think is big bet on the river is begging for a call, he wants you to think he's trying to push you off the pot.
i may be newb, but i think he's checking top two on the flop, filled he's boat on the turn and smooth called, and overbet river to make want to call.
even so, i'd still have to call, as its only $13, and i could be way off.
