My three favorite foreign films are Goodbye Lenin (German), City of God (Brazilian), and Cache (Hidden) (French). I wrote a fairly short review of Cache in TLDR.

Leolo. French subtitled, kinda weird but the first story about how the kid was conceived is an all time classic.

There are some great French films that you must see:

Diva (a bit dated now, but a classic)
Amelie
Babbette's Feast (ok, it's also half in Danish, half in French)
Delicatessant (sp?)
Jean de Florette and the sequel Manon Des Sources

The Cook, The Thief, His Wife, and Her Lover is phenomonal if you like slow moving artsy psychological drama type stuff.

One of the best foreign films I've ever seen (maybe the only) was a Japanese film festival movie I saw at SMU.

The film is a comedy about a guy who is a struggling university student in Japan and gets roped into joining the Sumo team. It's really funny and easy to understand. It's called Sumo Do Sumo Don't
