If I read this right you have not accounted for the dead cards.

I am not even sure that he should raise third as every one of the cards showing help him for a low.

I think is a real close situation and honestly it may not matter much if you call or raise because your equity against a better low hand is probably about 50% (just guessing here, I may be way off) Anyway, I think a read on my opponent would probably sway my decision one way or the other.

The other guy is going to be acting first on sixth most of the time.

I like this kind of play more in high-only than in stud/8. In high-only, you'll usually get the other guy to check to you and you can take a free card if you like, but get that extra bet in there if you hit. In this situation, the other guy is less likely to check to you, as he's probably going to bet if he catches trips or a low card. Then again, blumpkin might well have the "best" hand on fifth. On balance, I think the raise is fine, but I also think that a flat call would be fine.
