According to The Grunch:

A float is calling a bet one one street with the intention of making a big bluff on a later street. It is a kind of bluff.

Floating is dangerous, for a couple reasons.

For one thing, when you make your bluff the pot will be larger so -- in no-limit anyway -- in order for your bet to be effective (eg, have a lot of FE) it will have to be rather large as well.

For another, becasue floats usually occur against an opponent who is betting, when you do make your bluff the ammount of FE you have depends in no small part on how observant your opponent is. If you try to flot a calling station, you will get destroyed.

Floating can be a powerful weapon. But like any powerful weapon, it can backfire. When it does, it can kill.
