How the [censored] are Smashing Pumpkins and Soundgarden even getting brought up in this thread? Are you guys kidding?
My vote would go to either Stir or The Urge, two local bands out of St. Louis that really rocked and didn't get much attention outside of the area.

Concrete Blonde, XTC - Both groups with superb songwriting and something interesting to actually say.

pavement and sonic youth are both critically acclaimed, but not very popular. I dunno if that counts as underrated, but these bands were light years beyond the bands they always opened for. (pavement was one of the first real "indie" bands)
