You're right, when Hitler took away metal bats, that was the last straw. Stalin wanted to make bunting mandatory with men on first and second and one out.

1) the OP never used the word "federal".

2) the linked article doesn't say anything that implies the ban is limited to public schools.

You're right. I think we can safely assume that the ordinance covers every single aluminum bat in NYC and that that all of the now-banned bats are being dumped into the East River as we speak.
