This is something i've always been confused about.

If one person is making a +EV play, is the other person not then taking the worse of it?

If the pot is $0, that's always the case. In this case pushing with KK vs AQss will be +ev, so will calling with AQss be. KK has about 56% eq and will profit:
0.56*216 - 0.44*176 = +$44

The ev for calling with AQss will be:
0.44*251 - 0.56*141 = +$31

Fair enough.

I still think a crai here is terrible, because we're only WA against 1 hand.

It's only 100bb deep so this is not much more than a psb (180 vs 150). I think we're getting called by good FDs, QQ and due to the presence of the FD sometimes Jx. Pushing is best also because we don't want to play this turn oop and we're ahead alot.

4-bet pre plz after the guy nearly minraises. He has position, don't let him flop good for cheap.
