This is fine. The pot is over 20% of your stack and the play is +EV, I'm pretty sure.

Had your stack been any bigger, a smooth call would be preferrable, I believe.

Shoving for 21BBs over a 3BB raise is fine, in general I'd rather do that than smooth call. Raise-folding is absolutely horrific. The question here is is AQs good enough against a tight UTG raiser...I actually lean very narrowly towards a fold with the read, but would rather shove than call.

I think you are in a race at best, so I don't like a push. Your stack is not big enough to expect a flop good enough to get excited. Q-high is probably best, but definitely not a lock.

I could see a call if your decision is pretty easy after the flop, so I'm interested in how he plays after the flop. Does he always c-bet? What kinds of hands will he check? I just can't think of a lot of ways I'd be comfortable with a post-flop push, but that's really what you're looking at.

All that said, I'd probably push here and then regret it.
