because if he raises turn he is committed assuming a) the villain shoves over the top of that, and c) the river bet would be uber tiny if one even happened (likely in on the turn).

I think folding turn here is OK. I also think flat calling the flop and betting/raising most turns here is OK as well since we have position and will likely not be committed.
