Good luck with this.

One method I used in The Lounge when I was sole mod to keep me sharp was to spot one or two posters who best examplify what I wanted from posters, and asked them to raise a notification on any posts they find unsuitable. That way I get a user-base heads up on stuff. You might find this useful in politics.
