I think calling is bad. Raise to 8ish and then you can easily get the rest in the turn.

And you won't get his money on the flop if he's bluffing, or if he's overvaluing 7s or something. Waiting to the turn is more +EV than pushing over the flop because you give him more of a chance to hang himself with mediocre holdings that he would normally pitch via a flop shove, and I think his range leans more towards the former than the second.

shortstacks don't usually get away from top pair anyway

The 7 was 2nd pair. If he has top pair, even if an ace falls, the shortstack is usually going to ge stacked anyway... We want to play optimally against as much ofh is range as possible, not just the most likely or easiest to pinpoint.
