Default 2/4NL Hand from a coaching session

I don't have the hand history from this so I'm gonna go off memory here. Button/SB are both shortstack donks. Button is super passive preflop running like 32/5.

Hero opens for $16 in the CO with J [img]/images/graemlins/diamond.gif[/img]J [img]/images/graemlins/club.gif[/img]
Button call, and SB calls.

Flop ($52) 3 [img]/images/graemlins/spade.gif[/img]9 [img]/images/graemlins/diamond.gif[/img]2 [img]/images/graemlins/spade.gif[/img]

SB checks, Hero bets $40, button calls, SB folds

Turn ($132)9 [img]/images/graemlins/spade.gif[/img]

Hero checks, button shoves for $164, Hero??

This spot is super marginal and I'm wondering what people think is best here. Is this an easy fold, or does he show up with stupid stuff enough here to warrant a call? From what I've seen he likes to peel flops, and will often bet the turn when checked to, but this is over a very small sample.
