Yeah, I am usually a calm person, but I'd be out there with gloves on just throwing the [censored] at their house.

I thought this was going to be about the dog crapping only by the border, but the fact that its done intentionally by the neighbor and over a fence is insane to me.

I'd try the whole legal ways of getting him to stop which would probably fail or take to long and it would end up ugly.

There is probably a city or county ordinance that states you need to clean up animal waste from private & public properties. Animal waste, much like human waste is a health hazard. The best you could do is go to the county office and find out. Take pictures with you showing that they are in fact piling it up on the other side of the fence.
