once you check the flop the rest of the streets are c/f.... if you're 4 betting this preflop you should be prepared to cbet pretty much any flop...

Is CO a solid player? If so his pf calling range should be pretty narrow. Basically AA,KK that just called to let BTN reraise again.

Or do you really think he can call of 1/3 of his stack with AK, AQ or pairs worse than JJ?
