This deal was implemented for Hong Kong residents only (I believe) right before the take over to China in 98 (or was it 97?)... all as you had to do was invest 200K or have it in the bank, or open a business that would employ something like 6 Canadians.. (that number might be wrong).

Pretty easy, if you're from Hong Kong.
