If you decide to raise the flop, such as you did, it should be with the intention of calling a shove. I think you played this fine and I'd probably play it the same vs this guy, and I'd be happy getting it in no matter the outcome. As for what he has, my guess is a good draw of sorts or a worse 9, maybe even the same hand. Donks don't usually play big hands like this.
