i can live with blutarski's posts. TA makes me not want to go to bbv4l at all

if we are going to have a ban session/petition, i think we need some procedures in place.

First, I would say only those who have over, say, 100 posts can petition to ban someone (any decent bbv4ler would have more than 100 posts since all we do is troll anyway). Second, I think the number should be a bit higher than 25, say maybe 40. And lastly of course, it is subject to Guildo's veto (no way to get around that one).
