I have been to 40+ countries and the scandinavian ones have the hottest women by far.
They are also a lot less stuck up then the american girls. I'm guessing this comes from being a more sexually liberal country than say, the US, where girls are labeled as [censored] if they have sex before marriage. So, yes, go to Sweden. I live in Sweden, but on the other hand I've never been to anywhere in the americas so it's kinda hard to compare. Compared to the only bigger cities I've been to (London and Paris) Sweden definitely has more hot chicks, or maybe they were just hiding somewhere. It's not an amazing amount of hot chicks just walking around everywhere, I think I'd have a hard time coming up with more than four or five girls I know that I'd rate seven or higher.
I think that the odds for blonde girls are higher in some parts of Finland though.

In my high school class (27 people I think, about 50/50 gender split) alone there were easily eight 7s or better by anyone's standards. I also know more people than this.
