Need help with a strange situation

We had such a problem with latecomers (almost 1/4 of 30 ppl were arriving late) we moved to 1 rebuy. Latecomers don't get a rebuy (their late buyin counts for the rebuy). Probably not the most fair but it cut our latecomers down significantly (you'd think there would be more now!? funny).
