Not to doubt the story, but it isn't the IRS who handles that [censored](Greenstein might be just combining the story for ease of writing about it). Structuring is just a normal federal crime, it has nothing to do with taxes. IOW, even if you pay taxes on the funds you structured into an account you can still get charged with structuring.

The way to evade structuring suspicion is to deposit widely different amounts.
